About FEA-SR: Leadership, Legacy, and Purpose

The Federal Education Association – Stateside Region (FEA-SR) is the nationally recognized educational organization representing approximately 3,000 educators and education support professionals employed by the U.S. Department of Defense in K–12 schools across the continental United States and Guam. FEA-SR advocates for the hardworking and highly skilled educators who deliver high-quality education to the children of America’s military families.


Established in 1993 and formally recognized by the Federal Labor Relations Authority in 1997, FEA-SR is the exclusive representative for employees in the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) system, which is now known as the Department of Defense Education Activity (DoDEA) Americas Region. Although Guam is part of the DoDEA Pacific Region administratively, FEA-SR proudly represents both DoDEA Americas and Guam employees.


FEA-SR represents two distinct bargaining units—Certified and Classified—each governed by its own collective bargaining agreement and memoranda of understanding.


  • Certified bargaining unit members include classroom teachers, educational specialists, counselors, nurses, speech-language pathologists, educational psychologists, and other licensed professionals.
  • Classified bargaining unit members, also known as education support professionals (ESPs), include paraprofessionals, classroom aides, school secretaries, technology specialists, and other essential staff supporting daily school operations.


There are currently 21 active local associations under the FEA-SR umbrella, representing educators and support staff on 14 military installations in Alabama, Georgia, Kentucky, South Carolina, Tennessee, New York, North Carolina, Virginia, and Guam. Each local is governed by an elected executive board, typically consisting of a president, vice president, and other officers.


FEA-SR locals are organized within three DoDEA districts:


  • DoDEA Americas Southeast District: Alabama, Georgia, Kentucky, South Carolina, Tennessee
  • DoDEA Americas Mid-Atlantic District: New York, North Carolina, Virginia
  • DoDEA Pacific West District: Guam

FEA-SR is led by Dr. Alan Danahy, the FEA Director for DDESS—also known as the FEA-SR Director—who provides strategic leadership and oversight for the organization. The Director supervises a professional staff that includes two full-time attorneys, a payroll specialist, an executive assistant and membership processor, a webmaster, and an accountant. The Director also presides over the FEA-SR Area Council, the primary decision-making body for the region, which is composed of the 21 local presidents, the FEA-SR Human and Civil Rights Coordinator, and the Director.


FEA-SR maintains full autonomy over its bargaining strategy, legal operations, arbitration enforcement, and grievance litigation. We advocate, negotiate, and defend the rights of Certified and Classified employees across 51 federally operated schools serving more than 20,000 military-connected students in eight states and Guam. In addition to our independent authority, FEA-SR collaborates with national labor coalitions—including the Federal Workers Alliance and the National Education Association—to protect bargaining rights, shape policy, and safeguard the integrity of federal education.


Formerly known as the Section 6 Region of the Overseas Education Association, FEA-SR has a long history of strong leadership, reflecting decades of growth and evolution. Its leadership legacy includes founding Director Kay Stuertz, followed by Caroline Myers, Terry Arvidson, Jane Loggins, Diane Gibbs, and current Director Dr. Alan Danahy. Under successive directors, FEA-SR has expanded its legal infrastructure, strengthened member protections, and helped secure precedent-setting victories in federal labor law, including the landmark U.S. Supreme Court decision in Fort Stewart Schools v. FLRA, which affirmed the right of federal educators to negotiate over wages.


FEA-SR is proud to represent the professionals who educate and support the children of America’s military families, and we remain steadfast in our commitment to educational excellence, fairness, and integrity in K–12 federal education.
